Speak with Esh‑Rumat Qeyara in Sumia’s Hope to begin Rebel Rousers. Hunt Highwaymen to the east, use the dropped pamphlet, then meet Sabah ’el Saleha on the shoreline and return to Esh‑Rumat for your reward.

Steps

  1. Visit Esh‑Rumat Qeyara in Sumia’s Hope and pick up Rebel Rousers.
  2. Kill Highwaymen to the east until you loot Pamphlet: “Our Family Fights!” (drop).
  3. Use the pamphlet in your inventory, then continue east to the shoreline and talk to Sabah ’el Saleha.
  4. Return to Esh‑Rumat Qeyara to turn in the quest.
